Skyliner or Morningliner is fastest.
You need to purchase the express ticket.
The special rapid train is also OK. In this

Nippori to Ikibukuro
(JR Yamanote-line) about 12 min.

(Tobu Tojyo line) about 12 min.
Take a express train or semi express train (or similar name).
